Well, this clinton idea is nice, but the changeover may introduce old problems fron the current system without a complete remake of some kind.
The most problem I see is the bureaucracy and the money sink of the system. A lot gets lost for cost that are not necessary. This will definitly go on...so no real change.

Two words:Tort Reform.
Don't expect many Republicans to get on the bandwagon if there is little or no tort reform in the deal.
It should also be limited to American citizens and LEGAL residents.People who break the law and enter illegally should not expect to be rewarded.
