Good question. I would have said they got insurrance, but government
insurringe themselves is a mood point. Private insurrance may be
possible, but I think it's risky. However, I'm sure the merchant marine
crew has insurrance otherwise people wouldn't want to take risk.
We know business isn't easy so it's likely the trader will have to pay.

Then it's not traders fault and get a new ship if he still can pay the rentals.

Most likely because you can't get ships from anywhere. And returning
there costs money, so the trader will have to plane it months ahead.

after all some areas are more dangerous which will attract some traders

Certainly there are places they are advised or forbidden not to go. The
Empire may not be able to intercept everywhere, but can control every
sord. Also in plane space it would be trouble if the fuel is not
enough. Within a system is another matter, though.

Yes, as long as the trade ports are open to those others. Trade must
happen in those ports since non-empire traders are not allowed in
empire territory.
